Did you know? Pilot Plaza Quick Facts

Location: Annie Street between Mission Street and Ambrose Bierce.

Opened: Nov. 2014 as temporary pedestrian-only plaza and for community programming.

Sponsors: Collaborative effort of the YBCBD, Pavement to Parks Program (Planning, Public Works and SFMTA), Friends of Annie Alley and Supervisor Jane Kim’s office. The YBCBD sponsors the pilot plaza’s stewardship, maintenance, activation and public safety programs.

Creation: One of 36 projects in YBCBD’s award-winning Yerba Buena Street Life Plan to enhance neighborhood public spaces. Yerba Buena residents, businesses, cultural institutions and nonprofits created the Street Life Plan. The design of the temporary plaza applied feedback from public meetings, the YBCBD Streets Committee and its Board of Directors, and City departments.

Temporary Design: The plaza is framed by brick and stone buildings, including movable tables and chairs, concrete seating, a trellis of reclaimed wood, hanging plants, a small stage, lighting and chalk boards for community messages.

Programming: Hosted about 100 programs since late 2014, including music, dance performances, film screenings, picnics and children’s events. It is also a place to gather and relax.

Current Community Engagement Process

A comprehensive public process is underway to obtain input on current and potential uses and designs. Information is online, and provided through email and mail. We conducted two online public surveys, held meetings with neighborhood stakeholders, and hosted three community workshops.

June 6, 2016:  First online survey to understand how people currently use and experience the existing pilot plaza to inform questions about future options.

June 9:  Community workshop seeking opinions on the existing pilot plaza, future uses and potential designs.

July 25:  Second online survey seeking neighborhood input on: 1) a permanent pedestrian-only plaza; 2) a pedestrian-only plaza that opens to vehicles during weekday evening peak traffic hours; and, 3) a reversion to a city street open to vehicles.

July 27:  Two community workshops to understand opinions about current and future uses. One session occurred during lunchtime and another took place in the evening to accommodate schedules and incorporate diverse opinions from people who live or work in the area.

July 28:   Executive Committee meeting.

Aug. 8:  Third community workshop to obtain feedback on a preferred option.

Aug. 15: Demolition of temporary plaza built elements.

Aug. 17:  Streets and Public Space Committee meeting.

Aug. 25:  Executive Committee meeting.

Sept. 13:  YBCBD Board Meeting. Decision of the plaza’s future based on community input.

YBCBD committee and board meetings are open to the public.

History: 2010-2014 Public Process to Create the Pilot Plaza

The pilot for Annie Street Plaza has been part of a public planning process since 2010. It is one of 36 projects in YBCBD’s award-winning Yerba Buena Street Life Plan to enhance neighborhood public spaces. Prior to moving forward with the current pilot plaza, Annie Street was closed to traffic for events lasting up to one week at times during 2012-13 to test and demonstrate how a plaza could be successfully programmed if converted to a pedestrian-only space. Events organized by SPUR with a grant from the YBCBD included daytime picnics and dance performances, evening concerts, film screenings, and block parties. Residents, businesses and many other organizations participated in the public process to create the pilot plaza as noted below.
